This position is a staff accountant in the Finance Office. The primary function is to work in conjunction with Finance Office staff and others in the College to ensure that all activities having financial implications are properly reflected in the accounting system so that management and the Board of Trustees and Foundation Board of Directors may use this information as a basis for sound decision making, and to satisfy the reporting requirements of local, state and federal agencies.
Main areas of responsibility include reconciliation, preparation and reporting for the annual W-2 statements to employees; review of bi-weekly payroll stipends for accuracy of input; data entry of W4 payroll tax deduction elections and direct deposit bank account information, accounting reconciliation and audit workpapers for payroll-related liabilities and expenses; financial administration of the College's tax sheltered annuities, uploading payroll deduction information for the flexible spending and Health Savings Accounts to the third party administrator; preparation of various bank account reconciliations, accounting for Endowment Fund investments and unit allocation and distribution activity; accounting for capital asset expenditures, disposals and depreciation; lead annual outstanding check escheatment project, and financial accounting and reporting for the Delta College Foundation, including preparation of the audited financial statements at the annual IRS Form 990.
Position requires strong computer ability in understanding and using spreadsheet and database software, including Excel, Blackbaud/Raiser's Edge (Foundation), applicable Colleague modules and SSRS reporting.

Perform review of stipends input by Payroll staff each pay period, providing vital control function in the payroll process.
Responsible for annual W-2 reconciliation and preparation, and the related reporting to the Social Security Administration, the State of Michigan and the City of Saginaw, and others that may arise. Preparation of audit workpapers relative to payroll liabilities and expenses.
Remittance of ORS and Friend of the Court payments on a bi-weekly basis, and review of the payroll tax liability worksheet prepared by the Payroll Manager.
Requires knowledge of employee positions, job classifications and fringe benefits, as well as the related laws and regulations.
Understanding of the Colleague payroll software and how it integrates with the other Colleague modules is also required.
Also requires the ability to prepare various SSRS reports.
Calculate President's farmhouse stipend and gross up payment to cover taxes.
Also responsible for year-end payroll accrual journal entries and summarizing this information in workpapers for the annual financial statement audit.
Financial accounting and reporting for the Delta College Foundation. Includes full responsibility for all general ledger activity and the related reconciliation between the Foundation's Blackbaud and Colleague general ledger systems.
Involves working closely with Foundation staff and Controller to ensure that all transactions are properly recorded in accordance with FASB accounting principles and reconciled with contributions recorded by Foundation staff in the Raiser's Edge benefactor database.
Provide internal control and procedural guidance to Foundation staff to ensure accuracy of accounting for contributions.
Perform second level review of pledge reports prepared by Foundation staff for accounting accuracy and general ledger recording.
Analyze and prepare Foundation transfers to the College for review and approval by the Foundation Executive Director.
Prepare financial reports for the Foundation's Executive Director and Board of Directors.
Requires comprehensive understanding of Blackbaud Raiser's Edge and general ledger software and related system maintenance/upgrades.
Prepare Foundation's year-end audited financial statements, audit workpapers, annual IRS Form 990 and State of Michigan License to Solicit.
Provide support to independent auditors during annual audit.
Monitor Endowed Teaching Chair (ETC) award accounts and calculate ETC stipends using models in Colleague to ensure stipend plus associated benefits does not exceed funds available in the award.
Prepare scholarship funding spreadsheet for Foundation staff to use when awarding scholarships to stay within budget. Accounting for all College capital assets (equipment, building and infrastructure) relative to GASB 34/35 requirements, including purchases, disposals, gains/losses and depreciation.
Involves working closely with Facilities Management, Purchasing and others in the College to maintain accuracy of reporting and control over capital assets. Compile year-end audit work-papers and work closely with Controller and independent auditors relative to audit of capital asset activity.
Review, reconcile and record all Endowment Fund investment activity handled through Morgan Stanley, the contracted investment manager, and maintain appropriate supporting documentation and work-papers.
Calculate investment returns to verify reasonableness of those provided by the investment manager, as well as to compare with the established investment objectives.
Prepare schedule that unitizes the pooled investment activity among the individual endowments within the Endowment Fund.
Calculate and record annual distributions from the Endowment Fund based upon the approved distribution policy.
Financial administration of the tax-sheltered annuity (IRS Section 403(b)) activity.
Also responsible for uploading bi-weekly payroll deduction data to the College's third party administrator for the Flexible Spending (IRS Section 125) and Health Savings Account plans and performing the monthly reconciliation of the bank account for these plans. Requires an in-depth understanding of these College benefit programs and the regulations governing them and on-going communication with the College's Benefit's Manager in the Human Resources Office.
Other miscellaneous accounting duties as assigned. This category includes various bank account reconciliations, remittance of monthly sales tax payments and preparation of the annual sales and use tax report, reconciliation and deposit of designated scholarship checks, providing assistance to the Controller with various projections needed for preparation of the College's annual budget.
Associate degree with accounting major, or equivalent knowledge and skills with concentration or experience in accounting is required
Experience working with computerized payroll and general ledger systems is required
Advanced experience with Microsoft Office software is required, particularly Excel
Minimum of three years of position-related experience is required
Strong analytical skills are required
Additional Experiences Considered:
Bachelors degree with accounting major, or equivalent knowledge and skills with concentration or experience in accounting is preferred.
Previous experience with employee benefit plan administration, including Flexible Spending and 403(b) Tax Sheltered Annuity plans.
Payroll related experience preferred, including preparation of IRS Form W2
