POSITION SUMMARY:
The Vice President for Business and Finance/CFO (VP/CFO) has a critical role in developing and implementing fiscal management and operational strategies for Mid-America Christian University (MACU). The VP/CFO is responsible for all University budgets, accounting and financial analysis, and reporting functions within the University. The CFO ensures that the organization’s financial statements adhere to generally accepted accounting principles (GAAP), working closely with our auditors. As a financial services executive, the CFO also oversees tax reporting activities and ensures that University actions and activities abide by all Internal Revenue Service (IRS) and the State of Oklahoma requirements.
This position is responsible for developing standards, policies, and procedures relating to the University's financial operations and ensuring proper legal and regulatory compliance while promoting optimal services and operational efficiencies. Areas reporting to this position include Budgeting and Accounting, Payroll, Accounts Payable, Compliance, Risk Management, Insurance, and Bursar’s Office.
A member of the President’s Cabinet, the VP/CFO advises the President, the Cabinet, and other key internal stakeholders on financial and budgetary matters as well as participates in the development and implementation of strategic long-term plans. The VP/CFO will understand how the productive and efficient operations of the Office of Business and Finance contributes to the achievement of the University’s goals and the advancement of its mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Contributes to the University meeting its strategic objectives by assisting administrators and department heads in conducting financial analysis of current and proposed activities.
Develops and implements a financial plan for the University congruent with the identity and objectives of the campus.
Directs the management of the University’s budget; ensures that resources are properly allocated to enable the University to attain its goals; prioritizes needs to fit allocated resources. Oversees preparation of the annual budget whereby organizational needs are identified, and consensus on priorities is obtained and translated into a financial plan.
Develops long-term and short-term budget strategies for the University.
Prepares and maintains financial forecasts for the University’s funds.
Monitors the University’s financial condition and provides budget information to budget managers.
Oversees preparation of monthly, quarterly, and annual financial statements for the University.
Reports the University's financial position to the President, the Cabinet, and the Financial Committee of the Board of Trustees.
Is responsible for the negotiation of agreements and contracts.
Oversees the Investment Policy of the Board of Trustees in conjunction with the President, including the University Investment Committee, and oversight of Investment Managers and Invested Funds.
Implements and monitors fiscal policies and procedures; ensures institutional compliance with various laws, rules, and regulations.
Oversees and directs the organization's treasury, audit, tax, accounting, purchasing, compliance, and insurance activities.
Collaborates with the EVP/Chief of Staff on human resource operations, including compliance, benefits, policies, procedures, and other matters.
Collaborates with HR regarding the ongoing administration of employee benefit plans and leave policies.
Directs procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
Custodian of funds, securities, and assets of the organization.
Appraises the organization's financial position and issues periodic reports on the organization's financial stability, liquidity, and growth.
Coordinates tax reporting programs and investor relations activities.
Prepares program profitability information and collaborates with other campus leaders to analyze data in ways that lead to positive strategic planning and decision making.
Oversees and directs the preparation and issuance of the University’s annual audited financial statements.
Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization's policies and operations.
Analyzes operational matters impacting functional groups and the whole institution, and determines their financial and operational impact.
Evaluates and recommends business partnering opportunities.
Establishes and maintains contacts with financial institutions, and the investment community.
Engages as an administrative advisor on the Compliance Committee and Higher Learning Commission/accreditation committees.
Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES:
Leads a team of business professionals in carrying out the goals and mission of MACU. Direct reports include the Controller and an Executive Assistant. Responsible for the overall direction, coordination, and evaluation of the various departments that are part of the Division of Business and Finance. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding employees; addressing complaints and resolving problems.
COMPUTER SKILLS:
To perform this job successfully, an individual should have a working knowledge of Microsoft Word, Excel, PowerPoint, and Outlook software. Software training will be provided for specific software used in online education and campus-wide administration services.
EDUCATION and/or EXPERIENCE:
Master's degree in Business, Finance, or Accounting and ten plus years related experience and/or training; or equivalent combination of education and experience.
More than five years of increasingly responsible management experience in business administration or finance, including the production of financial statements, budget preparation and projections, investment management, risk management, and supervision of multiple direct reports.
Certified Public Accountant license or terminal degree is strongly preferred.
