This recruitment will be used to fill one full-time Accountant 2 position for the Treasury Operations department at Oregon State University (OSU).
In support of the university's mission, the Treasury Office at Oregon State University (OSU) is responsible for promoting proper stewardship of university resources through operations of the Internal Bank, liquidity and cash management, debt management including capital market financing, banking relationships, and oversight of investment management.
Treasury Operations is the central cashier site for receipt of funds received by OSU from external sources, students, federal agencies including funds for gifts, grants, contracts and for services provided by OSU departments. Receipts are received a variety of ways such as, students paying in person and funds received electronically via electronic funds transfer (EFT) including credit card payments. Treasury operations staff are responsible for proper recording and reconciling all receipts and processing and distribution of refunds to students with credit balances or excess financial aid as well as the safekeeping and distribution of alternative loan checks on behalf of the Financial Aid Department, and transaction posting.
The purpose of the Accountant 2 role is to perform the following relative to treasury operations at OSU.
Monitor and manage the accounting and reconciliations associated with university cash accounts and bank statements.
Must maintain a current understanding of federal regulations, state laws, and University policies and procedures that affect cash and cash handling.
Joint responsibility to support OSU's compliance monitoring activities with all accounting, legal, and internal reporting requirements, ensure internal controls are in place and followed, and guide stakeholders with setup and resolution actions specifically related to NACHA rules and PCIDSS standards.
Manage and advise internal stakeholders through development, implementation, and ongoing support of sound policies and practices related to Treasury functions including financial systems, data security, and electronic commerce.
Build and manage relationships with OSU merchant card collections (eCommerce) stakeholders and vendors.
Required to have knowledge of FERPA, Title IV, and OSU policies in order to prudently use professional judgement to problem-solve and troubleshoot issues as they arise.
Provide exceptional customer service and promote goodwill for Oregon State University.

Bachelor's degree with a CPA or PA certificate and three years of accounting experience*, OR Bachelor's degree with 30 quarter (20 semester) hours of accounting courses and three years of accounting experience*; OR 30 quarter (20 semester) hours of college-level accounting courses and five years of experience.
*Accounting experience must include at least 6 of the following:
-documenting and resolving problems within an accounting system; -classifying revenues and expenditures to funds and accounts; -ensuring accounting system conforms with applicable controls; -reconciling accounts to general or control ledgers; -preparing journal vouchers; -applying accounting principles to one or more functional areas; i.e., AR, AP, etc.; -tracing errors through accounting system; -processing data using a computer; -communicating technical material orally and in writing; -applying computer report information; -knowledge of governmental and fund accounting; -applying PC spreadsheet, database, and word processing software.
Transcripts must be submitted for all required and/or related courses. All courses must be from accredited colleges, universities, or private vocational schools.

This position is hybrid eligible. On site work and remote work arrangement will vary and will be determined by the supervisor. Generally, this position will have the ability to work remotely and will be expected to work within an office environment, especially at the beginning and end of each term, and during fiscal year-end close. This position may be expected to work after hours to complete projects and/or meet deadlines. The employee will interact and communicate with stakeholders in person, by phone, via email, in Teams, and in virtual forums (e.g. Zoom). Working conditions may include sitting for long periods of time; working at a computer monitor; and frequent unscheduled interruptions.
