DEPARTMENT OVERVIEW
Budget Analysis and Planning (BAP) is a strategic and analytical unit responsible for advising the Chancellor and Campus Provost/Executive Vice Chancellor (CPEVC), and supporting senior leadership, by providing guidance on academic, enrollment, and institutional planning, and campus financial and budgetary policy, planning and compliance matters. BAP has fiduciary oversight for ensuring the fiscal health of the campus. Due to its reliance on integrating information from a variety of campus systems, BAP also oversees and manages the centralized campus data warehouse services which provides campus reporting and information services to all campus units and several downstream campus systems. Functional areas of campus oversight responsibilities include resource planning, budget and revenue allocation and reconciliation, permanent budget and staffing management, central funds management, academic resource management, capital project financing, debt management, investment management, direct costing and establishment of rates and fees, distributing return to aid, federal costing and establishment of indirect cost recovery rates, strategic analysis, policy analysis and compliance review, delivery of information services, driving business process improvement initiatives, robust data collection and synthesis, financial and budgeting reporting and tools development, etc. Team members provide mentorship and serve as trusted advisors to campus units and train them on financial management best practices, policy interpretation compliance standards, appropriate use and management of the many differing funding sources, information analysis and report writing, and appropriate use of information.
Reporting to the Associate Budget Director, this position serves in two capacities. First, the incumbent is responsible for providing transactional and analytical support in the areas of budget and finance to the Academic Senate Office, Academic Affairs Division and Graduate Studies Division inclusive of Graduate Student Aid. Responsibilities includes monitoring and maintaining the permanent budget, staffing list and operating budget for these units using the appropriate campus systems, ensuring unit adherence to financial policy and best practice, performing routine and ad hoc financial analyses, and advising unit leaders and staff on fiscal and business matters. Second, as a member of the central budget office, the incumbent performs a variety of routine and ad hoc functions in support of managing the campuses operating budget, and serves as a resource on budget matters to staff across campus.

JOB DUTIES
60% - Budget and financial administration and reporting
Provide budget monitoring and resource management support to the units served.
Generate, modify and conceive of new financial or other resource reports. Examples include periodic financial reports, salary budgets, contracts, grants, gifts, endowments or fees.
Prepare, review and approve financial transactions. Maintain permanent budget, staffing list and operating budget for units served.
Independently gather information, analyze, prepare and summarize recommendations for action, financial planning, or to respond to inquiries from units served. Financial and/or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, salary analysis, rate analysis, student fee analysis, etc.
Identify and communicate issues with unit managers; work with appropriate campus offices to address issues. Develop innovative solutions to diverse types of problems.
Ensure that the appropriate internal controls are addressed, maintained and strengthened to protect University resources. Independently research campus and system wide policies and procedures to ensure compliance, respond to questions, develop solutions, and implement processes to facilitate problem resolution.
30% - Budget operations
Provide central office support for complex central routine and ad hoc budget, financial, resource or organizational processes through the maintenance and development of systems, models, reports and transactional processing. Functions may be performed in a primary or secondary (backup) capacity. Examples include maintaining the campus Chart of Accounts, processing inter-location transfers of funds, auditing campus financial and budget activity to ensure policy compliance, etc.
Document procedures for financial activities.
10% - Communication and training
Communicate with campus staff, faculty and administrators regarding budgetary and policy matters. Develop and conduct trainings in the areas of budget and financial policy and management practice
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience and / or training
Thorough knowledge of UC finance policies, practices, and systems.
Ability to independently gather required information to organize, and perform financial analysis assignments.
Proven ability to effectively present information verbally and in writing in a clear and concise manner.
Effective interpersonal skills.
Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
