Position Summary:
Rutgers, The State University of New Jersey, is seeking a Vice President for Finance & Associate Treasurer. Reporting to the Executive Vice President – Chief Financial Officer and University Treasurer, the Vice President for Finance & Associate Treasurer provides executive leadership of the following areas:
- The University Controller's Office, including University Accounting, Payroll, Financial Information Systems, Student Accounting, Billing, and Cashier Services, and Cost Analysis and Capital Equipment Management;
- University Treasury, including Treasury Operations & Operating Investments, Debt Management & Capital Finance, and Ecommerce and Receivables
- The University Tax Office; and
- Risk Management & Insurance, including Underwriting, Contracts and Claims Management, Student Insurance, International Risk Management, and Occupational Health Services
As a board-designated corporate officer and member of the CFO's leadership team, with an organization totaling over 120 individuals, the VP Finance and Associate Treasurer plays a critical role in directing key finance functions that have a direct material impact on the university's financial results, operations, and reputation. While this position sits in central administration, the incumbent will work closely with academic and financial leadership within the four Chancellor-led units, as well as with business officers in other administrative units, to ensure that the finance operations continue to meet the needs of the various stakeholders across the University. The VP will provide analytical support to the CFO as well as periodic reporting to the CFO and to the Board of Governors' Committee on Finance and Facilities and Audit Committee.
The VP Finance and Associate Treasurer will also support various university-wide initiatives such as the ongoing review and improvement of the RCM budget model, the implementation of a new Human Capital Management and Payroll system, the implementation of a new Student Information System, development and maintenance of the strategic financial plan (including debt optimization), and redesign of the capital planning and approval process.
The VP will also maintain key relationships with external parties such as rating agency analysts, auditors, commercial and investment bankers, municipal financial advisors, investment managers, software providers, and other consultants.
Minimum Education and Experience:
- Bachelor's Degree preferably in finance or related business field or an equivalent combination of education and/or experience.
- A minimum of ten (10) years of relevant experience within higher education or a corporate environment.
Required Knowledge, Skills, and Abilities:
- A record of professional achievement.
- Financial acumen and in-depth understanding of Treasury management, including cash forecasting, investments, debt management, foreign exchange, etc.
- Strong verbal and written communication skills, with the ability to present complex financial topics effectively to senior leadership and governing boards.
- History of identifying and implementing changes to improve the organization.
- Reputation of integrity, high ethical standards, sound judgement, enthusiasm, and creativity.
- Ability to work collaboratively with various internal and external stakeholders.
- Proven managerial experience and experience as a team leader.
- Knowledge of technology related to banking, finance, payments, and Treasury management.
Preferred Qualifications:
- Certified Treasury Professional (CTP) designation preferred.
- Graduate degree in business (MBA) and/or finance preferred.
