ABOUT THE POSITION
Under direction of the General Manager, the Finance Manager plans, directs, manages, and oversees the activities and operations of the Finance and Administration Departments, including but not limited to:
- Develops and implements efficient and effective financial policies, plans, and reporting systems to ensure the CCSD's long-term fiscal health;
- Leads activities within the Finance Department including accounting and revenue management, budget development and implementation, internal and external audits, cost accounting programs, investment management, debt financing activities, banking services, revenue forecasting and customer service activities, utility billing, accounts payable, accounts receivable, payroll, benefits administration, cash receipts, and purchasing;
- Uses the CCSD's information technology resources to improve customer services and staff productivity;
- Plans, supervises and reviews the work of administrative technician staff;
- Performs complex and difficult fiscal analyses;
- Coordinates assigned activities with other departments and outside agencies;
- Provides quality service to all internal and external Finance Department customers;
- Performs related work as assigned.
PROFESSIONAL EXPERIENCE AND REQUIRED QUALIFICATIONS
- Successful candidates will have a Bachelor's degree in accounting, finance business administration or a closely related field and management experience at the department director, or assistant manager, or administrative officer level in communities and or companies of comparable size and complexity; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. At least five years of professional finance experience, including three years at an administrative, supervisory, or management level, preferably in a governmental or public agency setting. A Master's degree in a related field and/or certification as a Certified Public
- Accountant in the State of California is highly desirable.
- Must possess a valid California class C driver's license and maintain a satisfactory driving record.

- Salary $112,259 - $136,452 (salary under review)
- Two weeks of vacation for the first five years with the District (3.08 hours accrued per pay period)
- 11 holidays per year
- 96 hours of sick leave per year (3.70 hours accrued per pay period)
- 40 hours of administrative leave per year
- District pays 85% of the health premiums currently in effect for employee & dependent coverage for the lowest cost plan available to district employees through CalPERS
- District pays 85% of the dental premiums currently in effect for employee & dependent coverage for the lowest cost plan
- After completion of probationary period, employee is eligible for the Health Care Reimbursement Program and will receive a credit of $1300 every January 1
- A Deferred Compensation Program match up to $100 per pay period. 457 and 401(a) plans are available
- A Group Life Insurance Plan will be provided with a $25,000 life insurance policy, a $1,000 policy for each employee's spouse and a $1,000 policy for each employee dependent under the age of 21
- CalPERS 3% @ 60 retirement plan for covered employees hired prior to October 1, 2012, including single highest year computation and credit for unused sick leave; 2% @ 60 retirement plan for covered employees hired on or after October 1, 2012 up through December 31, 2012, including the 36 highest consecutive months’ final compensation provision; covered employees hired on or after January 1, 2013 who are defined as “new members” under PEPRA will be covered by the 2% @ 62 retirement plan and the 36 highest consecutive months’ final compensation provision. Employee pays 100% of the CalPERS employee contribution.
