DEPARTMENT OVERVIEW
Budget Analysis and Planning is a strategic and analytical unit responsible for advising the Chancellor and Campus Provost/Executive Vice Chancellor (CPEVC), and supporting senior leadership, by providing guidance on academic, enrollment, and institutional planning, and campus financial and budgetary policy, planning and compliance matters. BAP has fiduciary oversight for ensuring the fiscal health of the campus. Due to its reliance on integrating information from a variety of campus systems, BAP also oversees and manages the centralized campus data warehouse services which provides campus reporting and information services to all campus units and several downstream campus systems. Functional areas of campus oversight responsibilities include resource planning, budget and revenue allocation and reconciliation, permanent budget and staffing management, central funds management, academic resource management, capital project financing, debt management, investment management, direct costing and establishment of rates and fees, distributing return to aid, federal costing and establishment of indirect cost recovery rates, strategic analysis, policy analysis and compliance review, delivery of information services, driving business process improvement initiatives, robust data collection and synthesis, financial and budgeting reporting and tools development, etc. Team members provide mentorship and serve as trusted advisors to campus units and train them on financial management best practices, policy interpretation compliance standards, appropriate use and management of the many differing funding sources, information analysis and report writing, and appropriate use of information.
JOB SUMMARY
Under the general supervision of the assistant director, supports the management of the campus permanent budget, permanent staffing list and operating budget through routine and ad hoc financial analysis and transactional processing. Perform routine audits to ensure department compliance with UC and campus budget policy. Communicate budget and financial information to campus stakeholders verbally and in visual and written form. Provide policy guidance and assistance to staff across campus.

JOB DUTIES
35% - Provides analytical support for complex budget, financial, or resource analysis projects. Independently gathers information to peform analysis, inform transactional work, and/or create reports using enterprise systems and/or spreadsheet and database software. Analysis and reporting work may support budget planning (creation of new budgets, planning for programmatic and inflationary adjustments), forensic accounting, revenue projections and/or financial forecasting for various types of sources/activities including funding from the State, student tuition and fees, indirect cost receipts, contracts, grants, gifts, endowments and other.
35% - Prepares, reviews, and / or approves financial transactions.
20% - Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources. Audits financial transactions in the permanent and operating budget to ensure unit compliance with local budget and financial policy. Identifies inappropriate transactions and communicates with appropriate campus unit(s) to ensure corrections are made.
5% - Documents procedures for financial activities.
5% - May train staff, and as appropriate, creates an effective team environment.
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
Experience with accounting concepts, bookkeeping or fiscal management.
Ability to independently gather required information to organize, and perform financial analysis assignments.
Proven ability to effectively present information verbally and in writing in a clear and concise manner.
Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
Ability to quickly gain proficiency using new systems and software.
