Reporting directly to Global head of R&D IT, the Director, Global Medical Affairs IT Business Partner will work across Global R&D IT Services to define and own our operating model and interactions across various shared services groups, PMO, Infrastructure services, enterprise/solution architecture, internal and external service providers, vendors, contingent workers across IT and relevant rapidly expanding global business functions as well as applications Production Support functions to deliver the intended business and technology outcomes. The Director will play a key interface role with other IT services groups to ensure successful alignment, integration, and enablement of Otsuka and affiliate's R&D Medical affairs business objectives with goal, objectives, and operational needs.
The Director, Global R&D Medical affairs IT Business Partner is accountable for identifying, qualifying, and driving adoption of technology solutions that drive measurable business outcomes for assigned business customers.
Core Responsibilities include but not limited to the following:
Business Relationship Management: Collaborates and partners with the business to enable and support strategic programs and projects. Assumes accountability for all (end-to-end) aspects of IT delivery. Provides continuous feedback to continuously improve the IT operating model.
End to End Business Process and Tech Product Stack implementation: Identifies process 'pain points' and technology-enabled improvement opportunities. Builds business case for implementation initiatives. Creates and owns appropriate business-aligned implementation plans, roadmaps - timelines, ownership roles, milestones, etc.
IT Connector: Understands who to engage for internal IT products/services to drive business value. Knows IT strategic platforms and drives business partners towards 'standard' platform solutions. Creates SLAs within IT in support of the business (where appropriate). Provides business updates on new IT products/services.
Portfolio Advisor: Defines (in partnership with the business) priorities for the business and associated technology investments. Manages the portfolio of IT investments.
Technology Strategist: Defines the technology strategy for business area. Manages business expectations and alignment to business requirements. Understands their 'market', the leading technology providers and how to apply the appropriate technology.
Experience and Qualifications:
Minimum of a Bachelor's degree is required. Degree in Computer Science or Engineering is preferred. More advanced degrees MBA or Master's in relevant discipline will be desirable.
Minimum of 15 years of IT industry experience is required, including but not limited to 10 years in life sciences consulting /Biopharma industry supporting medical affairs function in customer facing technology teams.
Experience working in a leading medical affairs business enabling technology solutions focused software platform vendors or service providers industry with applicable and relevant business consulting, product management, customer relationship/engagement management experience.
Broad R&D business and IT capability awareness and hands on experience working with medical affairs technologies in a fast pace environment including global implementation experience with Veeva, IRMS, iEnvision / Datavision, technology integration and related analytics/ medical platform-based solutions.
Broader understanding of security and privacy regulations, GDPR, internal/external Audits and CAPA management and anticipate future technology need.
Knowledge of global computer system regulatory requirements as they relate to systems development, testing, and validation preferred including 21 CFR Part 11 requirements.
Insights and knowledge of industry and technology trends and best practices in data integration, application integration, information management, and business analytics including big-data solutions.
Superior presentation skills with the ability to influence, drive action and strategy including ability to effectively interface with senior leadership and demonstrate executive presence.
A strong understanding of the late stage clinical drug development and commercialization lifecycle with specific focus on medical affairs and adjacent end to end business domain/technologies enabling all core functions such as scientific engagement, publishing, medical science liaisons, field medical affairs, medical inquiry management, and real world data/ health economics and outcomes research.
Up to 20% travel is required, based upon business needs.
