Principal Management Analyst is the advanced level in the Management Analyst classification series at the East Bay Municipal Utility District (EBMUD). Reporting to the Employee Services Manager, the Principal Management Analyst (Retirement Administration) administers the EBMUD Employees’ Retirement System (ERS) through its ordinance and resolutions. Administration of the ERS includes working collaboratively with Finance Department staff and legal counsel, as well as creation, implementation and oversight of ERS procedures. The incumbent is responsible for overseeing disbursement of retirement funds, and supervision of the day-to-day work of the ERS staff. Responsibilities also include supervision of the membership services function and staff which requires contact with retirees, employee representatives, and others on various retirement matters. An essential aspect of the incumbent’s responsibilities is maintenance of harmonious and sound working relationships with employees, active members and retirees. The incumbent is expected to demonstrate a high degree of initiative, independent judgment and expertise in delivering the services required. The incumbent will be joining a highly skilled team whose current priorities include, among other things, the creation and implementation of written procedures for administration of the ERS administrative services and an ongoing ERS modernization project. The incumbent will also attend ERS Board of Director meetings, participate in development of materials for the meetings, and follow up on action items as needed.
Typical duties include:
Supervising EBMUD retirement system administration including implementation of pertinent Board of Directors’ policies and procedures.
Preparing and reviewing the processes associated with enrollment, retirement or termination of members.
Maintaining retirement system records including disbursement and investment of funds.
Counseling and advising employees and retirees on various aspects of the retirement system.
Providing analytical support for non-benefit related questions.
Preparing contracts and monitoring compliance.
Preparing correspondence and reports including quarterly activity report and summary of annual and biennial actuarial report, and monthly investment transactions.
Assigning, directing and reviewing the work of subordinate staff.
Maintaining liaison with actuaries, consulting with investment managers, and attending meetings and conferences and reporting, as appropriate, to the ERS Board.
Gathering information and data needed by the ERS Board.
Preparing Board documents as needed and presenting them to the ERS Board.
Preparing minutes of ERS Board meetings.
Drafting, analyzing, coordinating and recommending legislation affecting the retirement system for review and approval by the ERS and/or EBMUD Boards.
The annual salary is $116,736 up to $168,588. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($151,752 per year).

Education: Bachelor’s degree with major work in business or public administration, economics, finance or a closely related field.
Experience: Five years of progressively responsible professional experience in administrative, management, and budgetary economic, information systems, utility financial management or financial analysis.
A master’s degree in a related field may be substituted for one year of the required experience.
