The Position

The Director of Business Services is a full-time, exempt position at Peninsula College.  This position reports to the Vice President for Finance and Administration and provides leadership and direction in college-wide business, financial and budget operations, including policy and procedure development and implementation of grants and contracts.  This position has supervisory responsibility for the daily accounting and financial activities of the college including general ledger, accounts payable, accounts receivable (including student financials), revenue/cash accounting, cash and investment management, payroll and fixed asset inventory.  This position is also responsible for budgeting, internal controls and workflow with other departments and agencies.

Essential Functions

• Manage financial operations, planning, cash and investment management effectively and efficiently; develop and maintain systems to properly account for all college funds and property, report on financial activity, and audit all college accounts and records.
• Manage all financial processes consistent with requirements of the Washington State Auditor’s Office, Office of Financial Management, and the State Board for Community and Technical Colleges.
• Manage and perform highly specialized and complex accounting activities such as payroll; bank reconciliation, general ledger reconciliation; research and analyze accounting problems and implement necessary corrective action.
• Maintain accurate and timely accounting systems and methods for management of state funds, capital funds, cash and investments, and required and optional reports consistent with state standards and procedures.
• Manage and monitor the operating and capital budgets and monitor fiscal and biennial expenditures to state appropriations and local funds.
• Manage and direct the development of the college annual operating and assist with the capital budgets within the prescribed state regulations and limitations; advise the vice president on budget matters and policies.
• Advise and work with college administrators and staff on developing, implementing, and enforcing financial policies, procedures, and compliance issues.
• Implement and direct accounting policy with college policy and activities; provide for continuing technology support to include developing and implementing required changes and procedures; implement and maintain adequate controls to ensure compliance with laws, regulations, and policy.
• Provide direction, guidance, and training to department staff that promotes high levels of integrity, customer service, and quality performance.
• Authorize college disbursements, invoices, fund transfers, revenue and expense transfers, and other payments subject to college policies and procedures; supervise timely reconciliation of college bank accounts.
• Direct preparation of tax and financial reports as necessary; respond to information requests as necessary.
• Act as liaison with state treasurer, Office of Financial Management, state auditor’s office, State Board Office, bank, vendors, and other colleges and agencies as necessary.
• Manage and maintain college internal controls and processes; perform risk assessment; supervise audits and initiate corrective action.
• In conjunction with the Foundation’s Executive Director, direct and monitor Foundation’s accounting; serve as liaison to the Foundation’s development efforts.
• Develop and manage the college records retention and archival operations.
• Serve and represent the college on community and technical college system councils and committees; serve on college committees and participate in professional development activities as appropriate.
• Supervise, train, and evaluate assigned staff; develop and monitor performance in conjunction with staff annual growth/professional development plans; back up other college staff as necessary.
• Assist the vice president and other college administrators as necessary; assume and effectively discharge other duties as assigned.
