POSITION SUMMARY: Santa Clara Methodist Retirement Foundation, Inc. (SCMRF) is seeking a capable Director of Finance who will play a key leadership role to further enhance and elevate the internal operations and infrastructure of our organization. The Foundation is a nonprofit organization that has been providing affordable housing for seniors and persons with disabilities for more than 40 years.
The Director of Finance provides leadership for the Foundation’s internal operations, including accounting and information technology. This individual exercises independent judgment to execute SCMRF’s financial and regulatory responsibilities. Oversees and manages all accounting functions for SCMRF and the U.S. Department of Housing and Urban Development (HUD) administrative responsibilities, including reporting activities in accordance with HUD Regulating Agreement and 4350.3 Handbook. With the Executive Director, interprets SCMRF Human Resource Policy to employees. With the Executive Director, implements financial policy and procedure changes approved by the SCMRF Board of Directors. Oversees day-to-day financial management of operations when Executive Director is unavailable. Develops and maintains relationships with residents and vendors of SCMRF.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Oversee all aspects of accounting and finance activities of the organization to ensure sound fiscal administration.
Prepare reliable, accurate and timely monthly financial statements for executive staff, Finance Committee and Board. Present regular financial reports at the Board of Directors meetings and for various Board Committees, as appropriate.
Provide perspective and analysis in strategic planning and operational decisions.
With the Executive Director and the Board’s Finance Committee, prepare the organization’s annual operating and capital budgets and schedule regular reviews.
Maintain and monitor processes and systems of internal control to ensure accurate accounting and reporting and safeguarding of organization assets.
Set up accounting and monitoring systems for upcoming building construction projects.
Oversee technology for the organization, including managing relationships with vendors, support current systems, and update and oversee implementation of improvements.
Work with the Audit Committee to manage the annual audit and maintain relationships with external auditors.
Ensure that federal, state and local tax and reporting compliance requirements are met, including the preparation of all appropriate information and tax returns, and relationships with external auditors.
Maintain relationships with and provide required reporting to all external financial partners including financial institutions, investment manager, payroll and insurance providers, etc.
Oversee restricted and endowment funds management and reporting.
Oversee all Section 8 contract accounting, including but not limited to, bank deposits and disbursements, cash receipts, tenant rents, Tenant Assistance payment, interest income, and all other income. This includes oversight of monthly OneSite Rent and Leasing Software and HUD Rent processing including preparation and submission of HAP (Housing Assistant Payment) Requests to CAHI and submission of Section 8 HUD Subsidy and Tenants Certification to TRACS202D/iMAX.
Supervise activities of Staff Accountant.
Responsible for oversight of payroll and employee benefit processing insuring proper application of and adherence to SCMRF policies and procedures and compliance with federal and state employment law regulations. With the Executive Director, responsible for interpreting SCMRF Human Resource Administration Policy to all employees.
Responsible for oversight of Accounts Receivable, Accounts Payable, General Ledger entries and reconciliation and preparation of monthly, quarterly and yearly financial statements including their analysis.
Prepare workers’ compensation reports, and yearly property tax exempt filing.
With the Director of Occupancy and Resident Relations, review annual and interim recertification in keeping with HUD guidelines and oversee processing for move in/move out of tenants.
Implement the HUD 4381.5 management compliance handbook including updates and changes as needed.
Responsible for implementing and maintaining an effective and cost efficient system for office supplies, office equipment, furniture and all assets for both facilities.
Responsible for Fixed Assets records including depreciation, additions and deletions.
Responsible for submission of Capital Expense Reimbursement request from Reserve for Replacements for Executive Director’s approval.
Work with the Executive Director to identify, develop, and implement financial policies and procedure changes and updates as needed for approval by the Board of Directors.
Authorized to act, as necessary for the effective everyday operations of SCMRF, on behalf of the Executive Director when she is away from SCMRF and not available.
Designated place of work is the SCMRF corporate office located at Liberty Tower.
Participate in Team Meetings, as a team member who works with the Executive Director and other managers and staff, in identifying and problem solving management challenges in all areas of the day-to-day operation of SCRMF. Work closely with other managers to assist in developing and implementing successful strategies for improving and maintaining the quality of services provided to residents of SCMRF.
SUPERVISORY RESPONSIBILITIES: Supervise activities of Staff Accountant within the Finance Department. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employee; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
At least 5 years of experience in progressively responsible financial leadership roles, including serving as senior financial manager, finance director or equivalent.
Bachelor’s degree with emphasis in accounting, business administration, and/or finance, or related field. Professional financial certification such as CPA, CMA, or MBA preferred.
Experience in a senior financial management role, partnering with executive staff and Board.
Experience with managing financial aspects of Capital Projects.
Knowledge of RealPage, OneSite HUD Rent and other nonprofit accounting software a plus.
Good verbal and written communication skills and the ability to read and interpret documents such as HUD guidelines and regulations, contract, general business periodical safety rules, operating instructions, and procedure manuals. Bilingual speaking/writing skills a plus.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and be a team player.
Current California Driver’s License required, Property Management Certification, Leading Age, RHP Certifications a plus.
