Position Summary: The Office of the Chief Investment Officer (OCIO) is responsible for managing the University of California's retirement, endowment, working capital, and cash assets under the policies, guidelines, and performance benchmarks established by the Regents. The mission of the Office is to implement those policies and guidelines by selecting, executing, and monitoring investment strategies designed to add value over the benchmarks within a risk-controlled framework.
The Office adheres to high ethical as well as professional standards in serving the investment management needs of its constituency and the Chief Investment Officer has full investment discretion while the Regents retain responsibility for Asset Allocation and Investment Guidelines.
The Operations Analyst, Public Investments plays an important role in planning and executing projects and processes which further the goals, responsibilities, and successful outcomes for the office, specifically for Public investments. This position will support areas of the OCIO and he/she must develop a thorough understanding of our governing body, stakeholders, portfolios, and data structure are critical to success in this position. Qualitative and quantitative analysis, market experience, and judgment are essential. As a member of the team will support the office by generating reports; design and/or execute research projects; analyze and measure risk; provide ideas and recommendations. Monitor and report on market, performance, and risk trends across all Public Investments.
The position uses professional accounting concepts as a seasoned, experienced professional with a full understanding of accounting practices and organizational policies and procedures to resolve complex assignments where analysis of data requires a review of a variety of factors and multiple sources. Exercises judgment within defined accounting procedures and practices to determine appropriate action. Normally receives general instructions, with detailed instructions provided on complex new assignments and initiatives. Has contact with internal and external resources on a regular basis. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.

Duty 10: Create and maintain standardized investment reports and quantitative decision making models across Public Investments.
Collect and manage data for analysis and develop into information to support investment decision making process across Public Investments.
Maintain data integrity for portfolio management team. Compile and analyze data from multiple sources. Reconcile investment information with custodian bank and resolve any discrepancies.
Ensure activities are being performed in accordance with policies and procedures and identify and recommend improvements as deemed necessary. Function:ANALYSIS, REPORTING, COMMUNICATION: Percent: 30
Duty 20: Support the Operations Manager, Public Assets in managing on-going relationships with various service providers including custodians, consultants, third party data vendors, etc.
Participate to formulate workflow processes, methods and policies for service provider/consultants and other key relationships as they are related to public investments and cross-functional project initiatives of the OCIO.
Assist investment teams with ad hoc requests including: performance reporting, investment transaction analysis, etc. Assist in the preparation of investment fee transparency requests. Function:INVESTMENT TEAM SERVICE & SPECIAL PROJECTS Percent: 30
Duty 40: Assist in the yearly external audit process including: preparing footnote disclosures, valuation procedures, audit confirmations, practical expedient checklist, roll forward back testing, etc.
Assist with general ledger validations related to Public Asset Investments and work with Financial Accounting to help meet regular deadlines. Function:ACCOUNTING AND AUDIT COVERAGE Percent: 20
Duty 50: Provide backup support on the Trade Settlement Desk.
Collaborate with portfolio management team to ensure timely settlements of executed trades.
Facilitate trade settlement by notifying custodians and helping to resolve any settlement issues.
Act as liaison between executing broker-dealer and custodian bank. Function:TRADE PROCESSING/ SETTLEMENTS: Percent: 10
Duty 60: Review and approve capital call and distribution accounting breakdowns for accuracy. Coordinate with the Treasury & Banking team for cash forecasting purposes. Function:CASH MANAGEMENT: Percent: 5
Duty 80: Act as liaison with donors, brokers, traders, and campus development personnel regarding gifted securities.
Prepare and distribute Treasurer's Gift Notice.
Accurately track gifts to the University and properly record to general ledger.
Track and maintain documentation on separately invested funds when a new portfolio is created due to a gift. Function:GIFTED SECURITIES: Percent: 5
Job Requirements Bachelor's Degree and minimum of 5 years of related experience or equivalent combination of education and experience.
Understands performance measurement, attribution, valuation and risk measurement. Familiar with Public Investment portfolios, and Absolute Return.
Knowledge of investment software programs such as Custodian and Banking Systems, Investment Manager databases, Bloomberg.
Thorough knowledge of financial transactions and financial systems, as well as related policy, accounting and regulatory compliance requirements.
Demonstrated working knowledge of accounting principles (particularly as it relates to investment accounting) and business math to prepare, reconcile, analyze and report financial transactions.
Excellent organizational skills and ability to prioritize work and complete assignments to meet strict deadlines.
Proven proficiency with Microsoft Suite, able to automate reconciliations, knowledge and skill in the use of various information databases. Ability to analyze functionality and recommend enhancements.
Strong oral and written communication skills; ability to gather and present ideas, thoughts, and information in a logical manner and sequence, using appropriate language, grammar, punctuation, and business style; ability to communicate in a direct, cooperative, tactful, patient, and courteous manner and to listen effectively.
Strong customer service orientation; ability to respond effectively and in a business-like manner to questions from individuals both internal and external to the University. Required
Knowledge of GAAP accounting principles. Preferred
