Within delegated authority, the Compliance Officer, utilizing strong written and verbal skills as well as the ability to work independently and as part of a team, will be responsible for the following duties:
Enhance the execution of IMD's compliance programmes. Create and update policies and procedures for disclosures (in addition to the annual disclosure required by the UN), to detect patterns of unusual activity and conflicts of interest, and to inform management in time.
Manage the day-to-day operational aspects to ensure compliance and that all matters of surveillance, risk considerations and developments are properly addressed by reviewing alerts, and ensuring timely reviews of activity and the disposition of such alerts. Review sample cash transfers, settlement instructions and swift messages on a regular basis. Pay particular attention to broker fees and monitor transaction costs and unusual patterns of activity.
Implement training programs in order to maintain established procedures to ensure professional competency and expertise. Research, gather, record, and preserve all potential or relevant control information, including those in electronic format, ensuring that a comprehensive information chain is established and maintained.
Review all operational processes on a regular basis to identify and evaluate weaknesses in surveillance controls, strengthen processes and controls to mitigate potential scenarios proactively. Create processes and controls for pattern analysis and statistical models to detect unusual ordinary . Create surveillance scenarios and devise controls to implement an effective surveillance programme.
Monitor all external managers and internal employees via international electronic and media searches, and the OFAC list. Develop relationship visualization displays for important relationships in order to provide a fuller risk picture. Sample trading transactions and review them in order to ensure integrity of the surveillance process.
Assist IMD's Chief Compliance Officer in monitoring controls and identify and mitigate potential issues for all IMD investment compliance policies and procedures. This includes working collaboratively and in coordination with IMD staff to achieve organizational goals in accordance with standard operating procedures and in compliance with IMD's policies and procedures. Maintain positive interactions and communications with OIOS and the Board of Auditors. Facilitate audit examinations and finalize/close any recommendations. Maintain active involvement in the IMD Business Continuity/Disaster Recovery Plan to include updating, maintenance and testing of the BC/DR plans.
Maintain active involvement with IMD's responsibilities as a signatory to the UN-backed Principles for Responsible Investing initiative and other IMD socially responsible activities.
Streamline risk assessment and risk capture processes, track material events and risk impacts, and drive accountability and visibility with risk indicators.
Perform other duties as required.
Advanced university degree (Master's degree or equivalent ) in finance, accounting, mathematics, or economics or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Certified Fraud Examiner (CFE) certification, or equivalent, is desirable.
Five years of progressively responsible professional experience in business ethics and corporate compliance. Experience with a large and diverse investment fund or investment management firm is required. Experience working with global Anti-Fraud and Regulatory Sanctions requirements applicable to mutual funds, broker-dealers and investment management firms is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is desirable.
