The Office of University Shared Services Enterprise (USSE) is seeking a Treasury Manager . This is a full-time (1.0 FTE), 12-month, fixed term professional faculty position. Reappointment is at the discretion of the Director.
The University Shared Services Enterprise (USSE) provides shared finance and administration services to the seven public universities in the state of Oregon. Service offerings include labor relations, financial reporting, payroll, IT systems, internal audit and treasury management.
The Treasury Management Services division of the USSE provides oversight, coordination, accounting and compliance support for a variety of treasury functions for university clients. Service offerings include cash management, debt management and investment management in cooperation with the Oregon State Treasury or other financial service firms upon request. Oregon State University is host to the USSE and Treasury Management Services group.
This position is responsible for leading the cash and investment activities of the USSE Treasury Management Services function. This includes tracking university client cash account balances, leading the bank account reconciliation services, resolving banking related issues, conducting fiscal analysis of the participating universities cash position, and recording investment transactions.
To optimize investment earnings, participating universities direct their cash into a pooled investment account where excess funds are invested in several distinct portfolios which must be accurately accounted. Applicable investment policies are approved by both the Public University Fund's (PUF) Designated University and the Oregon Investment Council. Investment selection is performed by the Oregon State Treasury at the direction of the Oregon Investment Council. This position is responsible for:
Ensuring that policies are followed and for recommending changes to policies when appropriate.
Conducting fiscal analysis related to investment income and recording reported income according to Generally Accepted Accounting Principles (GAAP).
Preparing quarterly investment reports for the Designated University of the PUF and participating universities.
Performing fiscal analysis in conjunction with recording changes in asset values of university endowments.
Analyzing participating university fund balances, investment performance, and completing a complex and detailed allocation of investment income as established by the PUF policy.
Typically has 3-5 years of progressively responsible administrative support experience. If supervisory, typically has a year of lead work experience.
Bachelor's degree in Business, Finance, Accounting or related field.
Three years of progressively responsible finance or accounting experience.
Three years of Treasury operations and/or investment accounting experience or a related field.
A demonstrable commitment to promoting and enhancing diversity.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a Criminal History Check and be determined to be position qualified as per OAR 576-055-0000 et seq. Incumbents are required to self-report convictions and those in Youth Programs may have additional Criminal History Checks every 24 months.
8-5pm working hours on the OSU main campus in Corvallis. A secondary option of working from a Portland location will be considered.
